In terms of transition from sharp crisis stage to slow economy's recovery in 2009-2010 world steel semis market is determined by the combination of multidirectional factors. Negative impact on semis markets is caused by tough competition and sluggish end-users' demand on finished products. More over premature folding of governmental demand stimulating programs in developed countries is also a weighty moment. From the other side positive factors affecting the market are strong prices for raw materials, low stocks' level and operational regulation of supply.

There are some serious concerns regarding further recovery of world steel semis markets in a view of the situation in EU and China. Governments of EU countries have started to reduce expenditures in order to avoid sovereign defaults which are supposed to lead to domestic demand weakening during the next several years. As for China, its government has to toughen monetary policy in order to avoid economic overheating. These measures as well as EU's ones will cause slowing down of consumers' demand.



Factors mentioned above couldn't help but to change the structure of world trade. Following the results of 6 months 2010 CIS countries decreased exports of billet by 23%. Significant part in reduction of CIS semis shipments belongs to exports growth in Turkey striving to increase semis sales and to compensate sluggish demand for long products. For the same period slab exports grew by 60%, first of all due to increase of shipments to Italy, Germany and South-East Asia.
